Joint Statement by the Foreign Ministers of Azerbaijan, Armenia, and Russia, and the Co-Chairs of the OSCE Minsk Group

MOSCOW, 15 April 2019 – On 15 April, the Foreign Ministers of Russia, Azerbaijan, and Armenia – Sergey Lavrov, Elmar Mammadyarov, and Zohrab Mnatsakanyan – held a working meeting in Moscow at the initiative of the Russian side. The Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Andrew Schofer of the United States of America, and Stéphane Visconti of France), as well as Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk, joined the meeting.

As a follow-up to the agreements reached by President Aliyev and Prime Minister Pashinyan at their summit in Vienna on 29 March of this year, the participants in the meeting discussed the situation at the border and the line of contact, as well as the prospects for establishing humanitarian co-operation. They also exchanged detailed views on key aspects of the settlement process.

Joint Statement by the Foreign Ministers of Armenia and Azerbaijan and the Co-Chairs of the OSCE Minsk Group

VIENNA, 29 March 2019 – The President of the Republic of Azerbaijan Ilham Aliyev and the Prime Minister of the Republic of Armenia Nikol Pashinyan met today in Vienna for the first time under the auspices of the Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Stéphane Visconti of France, and Andrew Schofer of the United States of America).  The meeting was also attended by Foreign Ministers Zohrab Mnatsakanyan and Elmar Mammadyarov.  Andrzej Kasprzyk, the Personal Representative of the OSCE Chairperson-in-Office, also participated in the meeting.

The meeting took place in a positive and constructive atmosphere and provided an opportunity for the two leaders to clarify their respective positions.  They exchanged views about several key issues of the settlement process and ideas of substance.

MOSCOW/PARIS/WASHINGTON DC, 09 March 2019 – In their March 1 statement, the Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Stephane Visconti of France and Andrew Schofer of the United States of America) welcomed the commitment of Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan to meet soon under the auspices of the Co-Chairs.  The Co-Chairs, working closely with the two foreign ministers, have been making preparations for this important leaders’ meeting, which will be the first direct contact between the two leaders conducted under Co-Chair auspices.

Statement by the Co-Chairs of the OSCE Minsk Group

MOSCOW, PARIS, WASHINGTON D.C., 18 May, 2017 – The Co-Chairs of the OSCE Minsk Group, Ambassadors Igor Popov of Russia, Stephane Visconti of France, and Richard Hoagland of the United States of America, released the following statement today:

According to information collected from multiple reliable sources, on 15 May, Azerbaijani armed forces fired a missile across the Line of Contact, striking military equipment. On the evening of 16 May and continuing into 17 May, Armenian armed forces retaliated with mortar fire of various calibres. These actions by both sides represent significant violations of the ceasefire and are cause for alarm.

[Hamburg] Joint Statement by the Heads of Delegation of the OSCE Minsk Group Co-Chair Countries

HAMBURG, Germany, 8 December 2016 – We, the Heads of Delegation of the OSCE Minsk Group Co-Chair countries – Foreign Minister of the Russian Federation Sergey Lavrov, Secretary of State of the United States John Kerry, and Foreign Minister of France Jean-Marc Ayrault – remain fully committed to a negotiated settlement of the Nagorno-Karabakh conflict.

In light of the dramatic escalation in violence along the Line of Contact in April, we express concern over continuing armed incidents, including reports on the use of heavy weapons, and strongly condemn the use of force or the threat of the use of force. There is no military solution to this conflict and no justification for the death and injury of civilians. We are also aware of allegations of atrocities committed on the field of battle in April, which we condemn in the strongest terms. We appeal to the sides to confirm their commitment to the peaceful resolution of the conflict as the only way to bring real reconciliation to the peoples of the region. We also urge them to adhere strictly to the 1994/95 ceasefire agreements that make up the foundation of the cessation of hostilities in the conflict zone.

[Vienna] Statement by Co-Chairs of OSCE Minsk Group

VIENNA, 24 June 2016 – The Co-Chairs of the OSCE Minsk Group (Ambassadors Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France) call on the sides to honour the agreements which were reflected in the Joint Statements of the 16 May summit in Vienna and the 20 June summit in St. Petersburg.

We urge Azerbaijan and Armenia to remove all remaining obstacles to expanding the mission of the Personal Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk. We also urge progress in substantive talks and on a proposal to establish an OSCE investigative mechanism. We will continue our engagement with the sides to advance all of these outcomes from the last two meetings between the Presidents.

VIENNA, 22 January 2016 – The Co-Chairs of the OSCE Minsk Group – Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France – welcome efforts to find a negotiated settlement to the Nagorno-Karabakh conflict and are prepared to work cooperatively with those committed to a peaceful settlement.

We understand that the Parliamentary Assembly of the Council of Europe (PACE) may consider resolutions on the conflict in the near future and remind PACE, and other regional and international organizations, that the Minsk Group remains the only accepted format for negotiations. We appreciate the interest paid by PACE members, but urge that steps not be taken which could undermine the Minsk Group’s mandate from the Organization for Security and Co-operation in Europe or complicate ongoing negotiations.

VIENNA, 12 November 2015 – In response to questions received by the Co-Chairs of the OSCE Minsk Group about the report and draft resolution currently under discussion in the Parliamentary Assembly of the Council of Europe (PACE), we take note of the attention paid by PACE to a Nagorno-Karabakh settlement. We share concerns, expressed in the resolution, regarding an increase of tensions along the border of Armenia and Azerbaijan and along the Line of Contact. We deeply regret the loss of lives, including civilians.

We agree that the conflict has lasted too long. The sides should undertake all measures necessary to expedite a peaceful settlement.

[New York] Press Statement by the Co-Chairs of the OSCE Minsk Group

New York, 26 September 2015 – The Co-Chairs of the OSCE Minsk Group (Ambassadors Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France), together with the Personal Representative of the OSCE Chairman-in-Office Ambassador Andrzej Kasprzyk, held a meeting on 24 September with the Foreign Minister of Armenia Edward Nalbandian, and a separate meeting on 25 September with the Foreign Minister of Azerbaijan Elmar Mammadyarov. They also met jointly with the two Foreign Ministers to discuss the immediate need to reduce tensions along the Line of Contact and international border, to advance negotiations on a lasting settlement, and to implement confidence-building measures. The Ministers agreed to continue preparations with the Co-Chairs on the next presidential summit, which is expected to be held before the end of this year.

[KRAKOW] Press Release by the Minsk Group Co-Chairs

KRAKOW, 27 January 2015 – The Co-Chairs of the OSCE Minsk Group (Ambassadors Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France) met with Foreign Minister of Azerbaijan Elmar Mammadyarov today in Krakow. The Personal Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk, also participated in the meeting.

We expressed to the Minister our serious concern about reported incursions across the Line of Contact and the Armenia-Azerbaijan border, resulting in casualties. The rise in violence that began last year must stop for confidence to be restored and progress to be made in the Nagorno-Karabakh peace process. We called on Azerbaijan to observe its commitments to a peaceful resolution of the conflict. We also call on Armenia to take all measures to reduce tensions. All sides must abide by the terms of the ceasefire agreement. Violence undermines efforts to bring about peace.
