Joint Statement by the Foreign Ministers of Azerbaijan, Armenia, and Russia, and the Co-Chairs of the OSCE Minsk Group

MOSCOW, 15 April 2019 – On 15 April, the Foreign Ministers of Russia, Azerbaijan, and Armenia – Sergey Lavrov, Elmar Mammadyarov, and Zohrab Mnatsakanyan – held a working meeting in Moscow at the initiative of the Russian side. The Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Andrew Schofer of the United States of America, and Stéphane Visconti of France), as well as Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk, joined the meeting.

As a follow-up to the agreements reached by President Aliyev and Prime Minister Pashinyan at their summit in Vienna on 29 March of this year, the participants in the meeting discussed the situation at the border and the line of contact, as well as the prospects for establishing humanitarian co-operation. They also exchanged detailed views on key aspects of the settlement process.

Joint Statement by the Foreign Ministers of Armenia and Azerbaijan and the Co-Chairs of the OSCE Minsk Group

VIENNA, 29 March 2019 – The President of the Republic of Azerbaijan Ilham Aliyev and the Prime Minister of the Republic of Armenia Nikol Pashinyan met today in Vienna for the first time under the auspices of the Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Stéphane Visconti of France, and Andrew Schofer of the United States of America).  The meeting was also attended by Foreign Ministers Zohrab Mnatsakanyan and Elmar Mammadyarov.  Andrzej Kasprzyk, the Personal Representative of the OSCE Chairperson-in-Office, also participated in the meeting.

The meeting took place in a positive and constructive atmosphere and provided an opportunity for the two leaders to clarify their respective positions.  They exchanged views about several key issues of the settlement process and ideas of substance.

[St. Petersburg] Joint Statement of the Presidents of the Republic of Azerbaijan, Republic of Armenia and the Russian Federation

At the invitation of the President of the Russian Federation, the Presidents of the Republic of Armenia, Russian Federation and Republic of Azerbaijan met in Saint Petersburg on June 20, 2016 and discussed issues pertaining to the resolution of the Nagorno-Karabakh peace process.

The Presidents of the Republic of Armenia and Republic of Azerbaijan reiterated agreements reached at the May 16 Armenian-Azerbaijani Summit in Vienna aimed at the stabilization of the situation in the conflict area and creation of an atmosphere conducive for moving the peace process forward. Towards that end, they agreed in particular to increase the number of international observers. They expressed satisfaction with the fact that recently the ceasefire regime at the line of contact has been upheld.

[Vienna] Joint Statement of the Minister of Foreign Affairs of the Russian Federation, Secretary of State of the United States of America and State Secretary for Europe Affairs of France

VIENNA, 16 May 2016 – The Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, Secretary of State of the United States of America John Kerry, and State Secretary for European Affairs of France Harlem Desir, representing the co-chair countries of the OSCE Minsk Group, met today with President of Armenia Serzh Sargsyan and President of Azerbaijan Ilham Aliyev to advance a peaceful resolution of the Nagorno-Karabakh conflict.

They reiterated that there can be no military solution to the conflict. The Co-Chairs insisted on the importance of respecting the 1994 and 1995 ceasefire agreements.

[Sochi] Joint Declaration by the Presidents of the Republic of Armenia, Russian Federation and Republic of Azerbaijan on the resolution of the Nagorno Karabakh conflict

At the invitation of the President of the Russian Federation, the Presidents of the Republic of Armenia, the Russian Federation and the Republic of Azerbaijan met on January 23, 2012 in Sochi and discussed issues pertinent to the process and prospects of the resolution of the Nagorno Karabakh conflict.

The leaders of the three states underscored the great amount of work conducted towards the resolution of the NK conflict, starting from their meeting on November 2, 2008 when the Parties adopted the Moscow Declaration. The Presidents stated that intensive negotiations allowed to register progress in the reconciliation of the Basic Principles for the settlement of the NK issue.

VILNIUS, 6 December 2011 – On the occasion of the OSCE Ministerial Council Meeting in Vilnius, the Heads of Delegation of the OSCE Minsk Group Co-Chair countries (Foreign Minister of the Russian Federation Sergei Lavrov, Secretary of State of the United States Hillary Rodham Clinton, and Minister for European Affairs of France Jean Leonetti) and the Foreign Minister of Azerbaijan Elmar Mammadyarov and Foreign Minister of Armenia Edward Nalbandian reaffirmed the importance of reaching a peaceful settlement of the Nagorno-Karabakh conflict.

[Kazan] Meeting with Presidents of Armenia and Azerbaijan

Dmitry Medvedev met with President of the Republic of Armenia Serzh Sargsyan and President of the Republic of Azerbaijan Ilham Aliyev.

A joint statement was issued following the meeting.

The statement notes that the Presidents of Armenia, Azerbaijan, and the Russian Federation reviewed the progress in agreement on the draft of the Basic Principles for Nagorno Karabakh settlement, in accordance with their instructions.

[Astrakhan] Joint Declaration adopted after the trilateral meeting of the Presidents of Armenia, the Russian Federation and Azerbaijan

Dmitry Medvedev, President of Armenia Serzh Sargsyan, and President of Azerbaijan Ilham Aliyev discussed future possibilities for reaching a settlement of the Nagorno-Karabakh conflict.

At the talks the parties approved a joint statement. The document, which is humanitarian in purpose, has great importance for resolving the conflict in view of the various difficulties still apparent today in Azerbaijani-Armenian relations over the Nagorno-Karabakh issue, Dmitry Medvedev said and added that the statement aims to bolster the ceasefire regime and strengthen confidence-building measures.
